ABSTRACT
Low-income households in America have suffered new burdens in the past several years as a result of rapidly rising energy prices. In response to these price increases, there has been an acceleration in the amount of government assistance provided to this group of households, thereby helping to reduce a serious and continuing problem. Increases in the level of funding are required, however, to avoid a severe reduction in the standard of living of the poor.
