ABSTRACT
The president’s decision to decontrol domestic oil prices and the increases in the price of oil charged by OPEC have contributed greatly to the higher energy costs in our economy today. While all citizens are adversely effected by rising fuel costs, the elderly, the poor and working poor are particularly hard hit since a larger proportion of their budget is expended on fuel and utilities relative to other income groups.
