ABSTRACT
The first thing to understand about Canadian agricultural policies is that there exists a typical level of inconsistency between rhetoric and reality, between stated objectives and behavior. Thus market-oriented goals and programs coexist with strong economic regulation. Exhortations by the Canadian government to other countries to lower their levels of subsidization and open their markets are accompanied by a reluctance to expose protected sectors of Canadian agriculture to international market forces.
