ABSTRACT
"Public expenditure in urban communities" might be broadly interpreted to involve spending by states and the federal government as well as by local governments. Every hamlet in the United States includes a post office, and every sizable city has some state government institutions or activities and some federal government offices, in addition to being served by a municipal government and — usually — a county and other separate local governments.
