ABSTRACT
Many of those who have worked on planning problems—whether they have dealt with a city or a nation, whether they have been qualitatively or quantitatively oriented—have been aware of the difficulty of obtaining a satisfactory evaluative measure of the services provided by a community Without such a measure it is extremely difficult, if not impossible, to evaluate alternative plans in an objective way.
