ABSTRACT

This chapter is about the use of different ways to undertake joint fact-finding (JFF) in stakeholder processes focused on complex energy and climate related issues. The three cases are:

1 Cape & Islands Off-Shore Wind Stakeholder Process-involving a proposal by a private developer, Cape Wind, to build the first off-shore wind farm in the U.S. (and one of the largest in the world) off the coast of Massachusetts;

2 Vermont’s Energy Future Project-engagement of citizens in Vermont to determine their electricity resource preferences in the face of possible permanent shut-down of the Vermont Yankee Nuclear Power Plant and expiration of Vermont’s hydro imports from Canada;

3 Boston’s Climate Action Plan development process-the City of Boston’s extensive stakeholder and citizen engagement process to develop a comprehensive plan to reduce greenhouse gas emissions in all sectors.
