ABSTRACT
I appreciate the opportunity to begin this conference with a discussion concerning past, current, and future agricultural policies. This certainly is a distinguished group of economists and others interested in this topic. I am hopeful that the dialogue and debate that follow will add to developing more appropriate agricultural policies for the balance of the 1980s, something that is most important and needed.
