ABSTRACT

This chapter presents some estimates of the costs and benefits of restricting the amount of chlorofluorocarbons (CFCs) released into the atmosphere, and of the uncertainties surrounding them. Furthermore, in two technical sections, it addresses issues of more general concern. One of those sections covers the appropriate discount rate applicable to private investment made for environmental reasons, to be used in benefit-cost analysis of environmental regulations and programs. The other covers the minimum value of safety —the benefits of reducing hazards to life and health.
