ABSTRACT

Internal security of India continues to be an area of major concern for the country even though the salience of violence in all conflict zones has come down considerably over the years. The conflict in Naxal-affected areas, in the North-East as also in Jammu and Kashmir (J&K) has entered a state of low protraction and needs to be handled through skilful negotiation, humane development, and cautious use of force rather than angry and authoritarian exercise of state power.
