ABSTRACT

Everyone understands ‘schooling’. Parents want their children to go to school. They find schools, buy books, bags, uniforms, spend their money, invest time to send their children to school. Governments, too, want children to go to school. They build schools, find teachers, provide facilities and spend money so that children can go to school. Going to school is a very visible activity. Everyone knows who is going to school and how many and who is not. 1
