ABSTRACT

In international security studies, it is accepted wisdom to treat energy security as a key determinant of a country’s foreign policy. According to this approach, because economic growth is invariably dependent upon energy security, ensuring the continuous supply of energy sources, especially oil and natural gas, has become a key foreign policy issue for both China and India. The main factual referent informing such an understanding is that both of these countries are heavily dependent on oil and gas imports. The logical follow up is to ponder how China and India, without ruling out the possibility of joint action, may impact world energy governance.
