Introduction

M Making National Energy Policy, in presenting five public lectures on disparate topics, necessarily excludes consideration of many issues important to its theme. Matters related to energy taxation, for example, are not systematically addressed, nor are price controls, foreign trade, resources and reserves, or government subsidies. Furthermore, the presentations do not always provide the extensive documentation that characterizes scholarly essays as distinct from public speeches.
