ABSTRACT
E nergy and environmental issues have been closely linked in the mind of the public, for good reason. A wide range of environmental problems are associated with energy production and use. Thus it is also presumed that environmental policy must have major effects on energy markets. But that, it turns out, is hardly true at all.
