ABSTRACT

Many of the industries located in Baoshan are energy intensive, with a pre-dominance of a coal-based energy source, which makes the consumption of per unit of energy in the Baoshan District (BSD) emit higher greenhouse gas (GHG) emissions and other air pollutions than other energy sources. Three main measures have been carried out in BSD for energy conservation and air pollution control. These are: management measures of pollution control designed for energy conservation; structural measures designed to reduce air pollution in local industries by the government through the relocation or foreclosure of enterprises with high-energy intensity; and technical measures for utilizing and upgrading pollution control facilities and adopting energy saving and efficiency technologies. According to the assessment made by the Baoshan Development and Reform Commission, updated and deployed energy-saving technologies, and closing and relocating projects have substantially achieved the objective of energy conservation and GHG reduction in BSD.
