Good governance has to be ensured at the local level, which is closest to policymaking and implementation, so as to create an urban policy environment that stimulates effective co-benefit initiatives. This chapter discusses the links between co-benefits initiatives and (local) governance issues with a particular focus on a large-scale urban transportation investment, namely the Delhi Metro Project (DMP). The Delhi Metro is not only an interesting urban transport investment but also a comprehensive urban policy initiative that reveals key lessons for understanding the governance-related opportunities and barriers towards effectiveness of co-benefits policies. Low ridership and low modal shift from private modes are outcomes of the weak integration between the metro system and other transport modes, as well as critical land uses in the city. The Delhi Metro case indicates the importance of cooperation with international agencies and highlights how such cooperation could help enhance local institutional and technical capacity.
