ABSTRACT

The inter-governmental corporation among the provincial government and the three local governments of Yogyakarta dates back to the 1980s, when Indonesia's national program, Integrated Urban Infrastructure Development Programme (IUIDP), was launched. As a pilot project of IUIDP, the Yogyakarta Urban Development Project (YUDP) was launched in 1989, aiming to integrate various urban sectors, including water supply, sewage and sanitation, drainage, roads, solid waste management and other environmental matters, into urban infrastructure planning and thus strengthen local institutional and financial capacities. The management of Sewon Waste Water Treatment Plant, located in Bantul District, was handed over to the three local governments in 2003. As in the case of the Piyungan Landfill, the challenge was cost. The border area of the three local governments, Mirota Area along Godean Street, under increasing land-use conversion from rural to urban use, was chosen for the pilot project.
