ABSTRACT

This chapter focuses on the application of Amartya Sen and Martha Nussbaum's capabilities approach to gender budgeting as proposed by Addabbo et al. In the capability approach adopting a gender perspective entails knowledge about the different roles played by men and women in the definition of wellbeing. Wellbeing is defined at the individual level, and this, also according to feminist economics, requires investigating what happens inside the family and recognizing the possibility of conflicts amongst its members on the construction of wellbeing. A participatory definition of the list can increase community participation in the budgeting process and awareness of gender differences; it can also lead to governmental commitment to a given list. The attention to the capability for voice can be found in the application of wellbeing gender budgeting, for instance in gender budgeting of the Modena municipality. The awareness should better guide public actors in their policies and in the allocation of resources.
