ABSTRACT

This chapter analyses the behaviour of two emerging powers – Brazil and China – within the field of international development. It examines the key motivations, positions, and initiatives taken by Brazil and China, with special reference to the UN development system (UNDS). The chapter offers an overview of the literature on institutions and emerging powers, including the concept of two-way socialisation. It analyses the changing roles of Brazil and China in international development, within and beyond the UNDS. The chapter also explores the implications of emerging powers’ norm-blocking behaviour, as well as perspectives for more robust norm entrepreneurship. It looks at how Brazil’s and China’s respective engagements with international development across time, both through the UNDS and outside it, helped to shape their current roles and positions on international development.
