ABSTRACT
It is difficult to identify the leading ideologies or value systems upon which the welfare system of a nation is based: as environmental factors in the welfare system they are not tangible. Furthermore, they undergo gradual changes in form and content as time goes by. Four underlying value elements in the Korean welfare system are, however, prominent: humanism, a co-operative sense of community, free democracy and acceptance of the Welfare State, and national efficiency.
