ABSTRACT
The National Resistance Movement (NRM) government adopted the current policy of decentralization to set up local governments and administrative units in order to promote democratic local governance. However, the delivery of services under this policy has not been realized as expected. Hence the need to examine the challenges faced in the delivery of public services in Uganda’s local government. The major challenges identified in this chapter include inadequate funds, limited human resources, and change in policy from decentralization to re-centralization and uncoordinated planning. The chapter suggests the following strategies: increasing central government funding, identification of more sources of locally raised revenue using the Revenue Monitoring Strategy, recruitment and better remuneration of staff, strengthening management committees of schools and health centers, among others. The chapter concludes that since there is limited funding for local governments no more districts should be created and the process of re-centralization be brought to a halt.
