This methodological approach was developed by Pegels et al. (2011) at the German Development Institute for the project ‘Low carbon innovation policies in China, India and South Africa’.

3. The third empirical approach was to conduct an actor analysis to assess which institutions and organisations play a key role in the wind energy sector in China and in driving wind energy innovation. For this particular task the interviewees were asked to draw a stakeholder map of the relevant key government authorities at national and provincial level, firms, research institutions and NGOs and to explain the links and relationships between different actors. The motives and the actor mapping approach can provide insights into how various actors and their motives influence policy-making for wind energy innovation and how they influence technological trajectories.
