ABSTRACT

ICTs are considered to be a way toward achieving social inclusion; yet, mere adoption of ICTs is not enough to ensure the equal participation of all in today’s hyper-connected society. Instead, first and foremost, ICTs need to address the needs of disadvantaged individuals, so as to empower them and support them in improving their welfare and meeting their goals. Based on a literature review, this chapter looks into the abilities, needs, and personal wants of disadvantaged individuals in relation to ICTs, and drawing upon the Capability Approach, it classifies their abilities, opportunities, and expectations, toward achieving their personal objectives. It is envisaged that the findings of this study can help practitioners and researchers alike toward delving deeper into the technological features of ICT products and services for social inclusion.
