ABSTRACT

The decision of the Russian government to ban the so-called “propaganda of homosexuality” made headlines worldwide in 2013. The bill passed by the parliament prohibited “propaganda of sodomy, lesbianism, bisexualism and transgenderness among minors” (Wilkinson, 2013). In practice, this legal initiative, which was a consolidation of previous regional-level initiatives, criminalized any public expression of homosexuality and, therefore, proscribed public association and assembly for sexual minorities (Johnson, 2011).
