ABSTRACT
Policy responses related to mitigation are still incipient and not intended for tackling climate change. In this sense, specific targets and actions that aim at reducing GHG emissions are needed. Adaptation policy responses are blended with the responses to problems typically faced by local governments, such as floods, irregular land occupation, landslides on hillside areas, among others, which can be intensified by climate change.
