ABSTRACT

This chapter reviews the effectiveness of national SEA systems and draws particularly on the session on national SEA systems at IAIA Prague SEA conference in September 2011, itself a follow-on conference to the first SEA conference in September 2005 also held in Prague. Given the European focus at Prague all of the presentations and the countries reviewed here look at EU Member States’ (or accession countries’) performance in relation to implementation of the SEA Directive (2001/42/EC). The Directive came into force in Member States in July 2004 but even prior to its agreement had already been having significant influence in shaping the development of national SEA systems (Sheate et al., 2001; 2003).
