ABSTRACT
This chapter presents an overview of the European Commission’s experience with the SEA Directive in terms of transposition, implementation, application and enforcement (hereafter grouped as ‘implementation’). It uses as literature sources guidance and study reports and experiences shared by experts and Member States, in particular within the EU SEA/EIA experts group. Additional sources are recent journal articles and books on SEA theory and practice and case law by the European Court of Justice.
