ABSTRACT

This chapter describes the United Nations Economic Commission for Europe (UNECE) Protocol on Strategic Environmental Assessment (SEA) to the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention). It reflects the situation in early 2013 with some updates, building on and extending the earlier discussion of the Protocol in the companion volume (Bonvoisin, 2011). The chapter is organised into three parts: i) a discussion of the origins, main features and specificities of the Protocol and their comparison to the relevant EU legislation; ii) a review of the implementation of the Protocol since its entry into force in 2010; and iii) a consideration of the particular experience in countries of Eastern Europe, the Caucasus and Central Asia. 1
