ABSTRACT

This chapter follows on from that work by discussing more systematically how Singapore develops Professional Capital and the issues and challenges that it faces in the process. The chapter explains Human Capital, Social Capital and Decisional Capital systematically and in that order, it should be noted that in using a certain example to illustrate the development of one capital, the other two capitals are being developed as well. It discuss about how Singapore implements system-wide policy reforms and initiatives to cultivate and promote the development of Human Capital, Social Capital and Decisional Capital among its educators in a concerted effort to build Professional Capital in the education system. In the area of Information and Communication Technology (ICT), Decisional Capital is crucial because Singapore has already moved beyond the stage of hardware or software provision. Developing Decisional Capital is challenging. Most administrators prefer neatness to untidiness.
