ABSTRACT
On May 21, 1907, forestry experts met at an International Congress of Agriculture in Vienna in order to discuss then-current issues of international cooperation. Among the numerous topics, participants debated the future supply of timber for (mainly Western and Central) European economies. They agreed on a resolution urging state forest authorities to afforest ‘waste land’ and “to open up those wooded areas in Northern and Eastern Europe that are still inaccessible for economic exploitation.” 1
