ABSTRACT

The purpose of Post-Disaster Needs Assessment (PDNA) is generally to estimate two important factors: short-term interventions to initiate recovery from the damages and losses; and the financial requirements to achieve a holistic post-disaster recovery, reconstruction, and risk management. This chapter explores its operationalization in the Philippines context to have a better understanding and appreciation of Disaster Rehabilitation and Recovery (DRRE). To put DRRE into action, the National Disaster Risk Reduction and Management (NDRRM) Plan was formulated. The "Build Back Better" principle is a cross-cutting feature of the DRRE, which integrates all Disaster Risk Reduction and Management (DRRM) thematic areas to effectively capacitate the communities. Gender-mainstreaming in CBDRRM is about reducing the vulnerabilities of men and women to disasters and encourages a balance in their participation and decision-making in community-based DRRM. The chapter explains the assessment process is conducted in teams composed of professionals and technical experts. It explains the breakdown of the damages and reconstruction needs for the livelihood sector.
