ABSTRACT

For many researchers, South Korea has been an important case worthy of close examination from academics and practitioners alike, as the country has been regarded as one of the leaders in the field of e-government. This chapter examines the process of e-government development from an interview with the chairman of the Presidential Special Committee of E-Government, who developed Korea's first national e-government system. E-government has become relatively well-researched topic that has gained much attention from the scholars of public administration, as the role of information technology in public administration has greatly expanded over time. Dr. Ahn Moon-Suk was the chairman of the e-government committee in 2001, and he is regarded as the founding father of the Korean e-government by most government officials and scholars in Korea. Korea Institute of Science and Technology (KIST) was founded in 1966 by President Park Chunghee, and it invited foreign-educated Korean scholars to work in the institute in the fields of science and technology.
