ABSTRACT
The Philippines is an archipelago buffeted regularly by at least 20 or more typhoons a
year. Some are deadly and devastating. In the case of Yolanda (international code name:
‘Haiyan’), a super-typhoon that hit the country in November 2013, the government
reported 8000 dead, 2000 missing, millions displaced and damages to infrastructures cost-
ing around US$13 billion (NEDA 2013).
