ABSTRACT

Remarkable global efforts to address climate change, reduce the risk of disasters, bring about sustainable development, and strengthen humanitarian response are currently in motion. Each of these efforts emerged from a different group of actors at the national and international levels. This chapter explores ways in which the concept of humanitarian protection can enrich actions in disaster risk reduction (DRR), including climate change adaptation (CCA) and conversely the ways in which DRR including CCA can contribute to more effective protection in humanitarian settings, including in situations other than disasters. It begins by looking at conceptual issues around the term 'protection', offers some examples of humanitarian protection concerns in disasters and suggests ways in which protection can be included in DRR, also encompassing CCA. The chapter concludes with some reflections on humanitarian protection in CCA specifically and suggests that a focus on protection may serve to overcome some of the silos which characterise much of the work in the field.
