ABSTRACT

This introduction presents some of the key concepts discussed in the fourth part of this book. The part covers individual and household responsibilities for disaster risk reduction (DRR) including climate change adaptation (CCA) alongside specific techniques for reducing power abuse and effecting power balances. Governance is systems, processes, and actions for developing, enacting, monitoring, enforcing, and evolving the rules and regulations used by people and social structures to function within society. DRR including CCA is a governance system that affects and is affected by other governance systems at multiple space and time scales. The governance system of DRR including CCA is enacted by multiple players, with varying levels of interaction and coherence. Government, referring to a collection of institutions that is charged with formalising governance, usually over a spatially delineated area, is only one player amongst many. Participatory approaches and macro-governance principles entail treating all people equitably, with everyone contributing to and gaining from DRR governance including CCA.
