ABSTRACT

The conceptual framework used in this chapter places climate change within disaster risk reduction (DRR) as a subset of multiple disaster risk drivers; and climate change adaptation (CCA) as one of multiple DRR processes. Health is treated as a cross-cutting theme and the health effects of disasters (both climate and non-climate related) are reviewed. Recognising and articulating synergies between the different policy agendas through a health lens can offer a clearer vision and narrative for concerted action and funding reform to achieve common goals. The consequences of disasters on human health and well-being are varied and, like climate change, include direct impacts on lives and livelihoods and indirect impacts on the wider economy and society. Three landmark UN agreements coincide in time with health featuring in all of them. These are the Sendai Framework for Disaster Risk Reduction 2015–2030; the SDGs; and the Paris climate change agreement aiming to strengthen and support the global response to climate change.
