ABSTRACT
These can be ‘settled’ or not, but no enumeration of antecedent ‘causes’ that shape foreign
policy situations will allow us to derive ‘outcomes’ without centring the analysis of the inter-
subjective formulation and resolution of what are no longer causes, but a field of negotiation.
The explanatory locus moves therefore to the inter-subjective quality of this resolution, ground-
ing historical specificity.
