ABSTRACT

The USA accounts for 85% of the world’s total research and development expenditure on mili-

tary weapons and systems (Inoguchi, 2006). The sustainability of this situation is questionable,

which is one reason to think the period should be described as the unipolar moment, however

long that moment may be. US doctrine of pursuing primacy has led to technological innovation

including information war simulations, increased reliance on robotics, drones, and the potential

for cyber war (Der Derian, 2009).
