ABSTRACT
A fourth issue arises from the terminology used in policy documents. Local politicians
and civil servants are not necessarily familiar with basic EU documents. As Jauhiainen
(2013, this issue) recognizes: “The core acquis is a formal legal hard element, but its
implementation varies in Eastern Europe”. Similarly, spatial policy goals and concepts
are interpreted differently across Europe (see also Waterhout & Stead, 2007), which
can affect the choice of policy instruments used to address these goals and concepts.
