ABSTRACT
Laila Kule discusses the development of Latvian urban-rural policy through history and
concludes that although certain collaborative models have been challenged during times of
change, they have been re-established in similar forms time and time again. Kule argues
that coordination between administrations and policy sectors remain key hindrances to the
development of more integrated urban-rural partnerships in Latvia.
