ABSTRACT
Such development has been evident and common up to recent years in Eastern Europe,
particularly when the state has remained passive in economic development and not
implemented any devolution. However, the state can still be significant in the global
era. The complexity of economy and politics is seen in the feedback from the regions
into the global economic system. The open networked regions have elements of fluid
regions leaking out from the top-down constrains of the global economy and transnational
companies (Figure 1).
