ABSTRACT

This chapter focuses on the brief history of Programs in English at Komaba (PEAK) in order to consider some of the basic challenges involved in creating programs in Japan that are more geared toward students educated overseas. In this age of globalization as well as of a nationwide decline in the number of college-age students, it is widely recognized in Japan that universities need to attract more international students if they wish to remain competitive domestically and internationally. For example, the "Action Plan" for national universities, released by the Japan Association of National Universities in September of 2015, argues that there is a strong need to "attract talented foreign students" in the next five years. Private universities are also trying to aggressively recruit students from abroad. The case of PEAK offers insights into some of the challenges that await Japan's universities as they attempt to globalize their campuses, particularly at the level of undergraduate education.
