ABSTRACT

Almost two decades ago, I concluded my Journal of Democracy article entitled “Turkey: How Far From Consolidation?” with the following words:

Turkey today seems to occupy a secure place among the delegative democracies of the world. There is little reason to fear that authoritarianism will return, but equally little reason to hope that democracy will soon become consolidated. Like many other delegative democracies, Turkish democracy may endure, but in a state of “inherent vulnerability.”
