ABSTRACT

This chapter aims to explore the building information modeling (BIM) journey so far of local authority public sector client, Manchester City Council (MCC). It shows the transition from being an uninformed client to becoming an informed client through collaborative engagement with their supply chain on the prestige exemplar Manchester Central Library and Town Hall Extension project. In terms of BIM and capabilities, a study was conducted by the University of Salford between February and June 2011 with aim of better understanding the BIM implementation process from MCC's perspective, while also identifying the impacts of adopting BIM-based methods on setting the scope of works for the design, production and FM teams, specifically the Central Library project as case study. As far back as 2006 MCC had considered using BIM on the Building Schools for the Future programme of works, and it has subsequently been used on a number of capital projects to improve stakeholder engagement and design development.
