ABSTRACT

This chapter addresses the aid dimension of the European Neighbourhood Policy (ENP). It provides a concise and comprehensive overview of the aid flows from the European Union (EU) to its eastern and southern neighbourhoods. The European Neighbourhood Instrument-funded regional programmes towards the eastern and southern neighbourhoods complement bilateral policies. Neighbourhood-wide aid includes instruments that are most appropriate for and effectively implementable in the countries of the whole neighbourhood. Within the eastern and southern neighbourhoods, there are substantial differences in the aid disbursements at country level. Cross-border cooperation is an integral part of the ENP and the EU–Russia cooperation. Based on official EU documents as well as official development aid data from the organisation for economic co-operation and development-DAC database, several trends can be observed with regard to countries/regions, aid modalities, sectors and geographical scope. It is also worth noting that the ENP includes aid for cross-border cooperation with non-ENP countries, that is, EU members or Russia.
