ABSTRACT
There has been considerable debate regarding the terminology of natural versus manmade disasters. Natural disasters, for example earthquakes, cyclones and floods, imply occurrences which are unavoidable, but whose effects can be mitigated with preparation and planning. Manmade disasters, often referred to as ‘technological’ disasters, are events caused by system failures, which may include human negligence. Manmade disasters are avoidable and ought to be preventable, i.e. through legislation and regulation. These include transport and industrial accidents, mass gatherings, and terrorist-related events.
