ABSTRACT

The 'model of diplomacy' concept is not particularly prevalent in the literature on foreign policy and diplomacy. Scandinavian foreign policies seem to have been successful in terms of branding. Most of the countries in the world are small in terms of resources. The Scandinavian countries all define themselves as activists in the international arena. In government platforms, party programmes, foreign policy strategies and memorandums, one word is stated with great frequency: activism. This chapter demonstrates that although there are many important similarities between the Scandinavian diplomatic models, there are also differences. These differences primarily relate to how the individual Scandinavian countries have chosen to organize their foreign services and how much money they spend on diplomacy. They organize their foreign policy activism in very different ways, which confirms the fact that there are many paths to high performance in diplomacy.
