ABSTRACT
Economists and ecologists alike now recognize the role of tropical forests in generating positive externalities such as biodiversity and climate control. Because a large proportion of the benefits of these externalities may accrue to people outside of the tropics, even national government decisions may cause too much deforestation from an international social perspective.
