ABSTRACT
Shortly after the Arrow-Lind article appeared, Fisher (1973) commented on the need to account for negative environmental externalities associated with a public project. At the time, however, the broad theory of collective action commons dilemmas and public support for government intervention in response to natural and financial disaster was enveloped in his generic term ‘externality’.
