ABSTRACT
While both, risk pooling and risk spreading are relevant, especially the second argument on the risk spreading capacity of governments has received interest, on which we build our further discussion. In the next section, we provide empirical and modeling evidence regarding instances where disaster risk spreading is facing limits.
