ABSTRACT

In this case study the usefulness of the concept of normative practices will be illustrated by an example from the world of military operations. It sees how information technology can create connections between practices that cause confusion of norms with in this case dramatic consequences. Instead of simple whodunnit stories, the normative practices concept provides insights into complexity of interacting practices and tensions between norms that may arise. Information and communication technology(ICT) has become a substantial part of the military supportive technology. The two most important one for analysis of the Kunduz case are the pilot's and the colonel's sub-practices. The colonel has certain rights and responsibilities and the pilots have different rights and responsibilities. In the colonel's sub-practice's structure it is laid down that he can give orders to pilots. While pilots can refuse an order for bombing if he does not have a good feeling about the possibility that it can be civilians below him.
